why the jedi ghost is of young anakin?

Just to add on what's been said...

Regarding Qui-Gon's Ghost, he did not appear because he wasnt powerful enough according to Lucas. My understanding is that the path to immortality is determined by one's connection with the Living Force, a connection based on one's selflessness and compassion. Though Qui-Gon learned the secret from a Shaman of the Whills, he did not received the same measure of guidance Obi-Wan & Yoda had. For him to even achieve it was a feat in itself.

As for Christensen's appearance at the end of ROTJ, i believe what matters is which actor people would identify with more if they were to watch SW in chronological order from EP1-6. Another issue with the original representation is, Anakin never appeared as Sebastian Shaw without the facial scars which for me, is a good enough reason to replace his appearance with that of Christensen's. It just makes more sense cinematically.
