Create Anakin to rule the Galaxies but if he could plot all the way to Anakin becoming a Jedi and that's likely he would also know that Jedi code is that he cannot get married and hence not have kids. Which was probably why he lied about Padme or that he thought that Padme did die and was thus comforted? And why he wanted Luke destroyed when he found out about Luke.
