Shae Vizla was costumed by one Tya, who's not a 501st member. Apparently she's some super-duper cosplayeuse from Champagne province and her father (who made this costume) is equally famous in the French cosplay circle. Details on the construction (very rough translation) at bottom of post.

The originals were by Tya or her father (the father made the costume). My very rough translation is below. I've removed extraneous stuff other things that I'm sure you can figure out from the photos.

HELMET

The helmet isn't exactly as in the video, but a compromise to accomodate the following:

1. Comfort - the video version cannot accomodate ears and nose.
2. Customization - to fit Tya
3. Safety - prevent neck & other injuries if a loose helmet turns unexpectedly. Using straps was not enough because of factor #4:
4. Solidness - because stupid people sometimes break our costumes.*
5. Single-piece construction, no halves or opening panels.

Voila, the base: a ski helmet. Sufficiently small, secure and comfy.

The rest of it was made from steel plate, Vekaplan** and wire. The final result was a mix drawn from various reference images. The helmet includes 22 LEDs, a (fan) ventilation system, 3 batteries for the LEDs, 3 batteries for the ventilation, 2 switches, all managing to fit within the helmet (together with Tya's head).

* I had a translation problem. The original line "Car j'en ai marre de refaire les costards que des glands nous pétent" sounds like "As I was bored of re-doing the suits where the tassels fart at us". Originally translated to "didn't want to use strap-based system that need to be re-done from time to time" but corrected thanks to TK 7333.

** Probably a brand of uPVC sheeting


Helmet Paintwork - Visible Rivets

The visual effect of the rivets was intentional. First, they wanted a real solid, rugged helmet - screwed, glued and riveted all around (though 2/3 hidden) - avoiding glue-only construction in order to minimise damage during events (as Tya's father calls it, "free-hug specials and idiots of all sorts"). Next, they wanted to keep the sides straight, so they decided to leave it like that and not hide these particular rivets.

Weight

The weight was "beastly".

Upper body weight total 9.975kg (batteries included)

Helmet: 1.5kg
Front plastron: 1.120kg
Rear plastron: 1.160kg
Jet Pack: 2.835kg
Epaulette right: 0.320kg
Epaulette left: 0.250kg
Ensemble bracelet + gantelet right: 1.230kg
Ensemble bracelet + gantelet left + electronics: 1.560kg

Flightsuit

Black and gray fabric, breathable.

Flamethrowers

These use a stroboscopic effect.

Belt

LEDs on codpiece as well as the flat side of rear cylinder.

Updated OP with more info. The TOR Jedi armour probably from the same supplier as the French guys. Dunno about the Sith tho.

Long story short, Malgus was an actor, and there are far fewer costumers than lightsabres, which were mostly held by people in civvies - the overhead freeze shot at 1:03 shows only 22 lightsabres total. So there's a real possibility all the Sith Acolytes were members of Empire Garrison or something. The costuming details look solid but the assembly methods a bit salah - can see a lot of skin.
