Because the way Hasbro produces these figurines are lacking in quality.
Because there are way too many variety of clone figurines, especially the self-created ones, it'll cost a fortune to own all.
Because some fans gave up.
Because the passion of clone collecting has died down for many fans.
Because not everybody is free.
because not everyone is as rich as... well...

I guess the ROTS being last SW movie installments, the interests are not as HOT as b4? Look at Transformers crazes now with the upcoming movies this July. Hopefully that animation series that Lucas is producing, may inspire us back & renew the collection interest again.

for singles, why don't you try simply toys or toys r us? i am quite sure simply toys may bring these in even if toys r us don't do so.

i checked with playpen. they do sell singles but have pre-sold out their stocks except the palpatine & commander thir
