I think there are nothing in common with these 2 persons. I don't really know Noa Briqualon. I believe I have watch the Ewok Caravan before but have the faintest memories about it. 
I know Bright Noa very well. He appeared in almost all the Gundam UC timelines. And he will be appearing in the new Novel, Gundam Unicorn.
