This picture was taken by a deep-deep sleeper Rebel spy [using photon-shop's slight-of-hand equipment] inside the high command chamber on the little Infra-Red-Dot Planet at the Other Side of the Galaxy.
The occasion was the re-appointment of Darth Narr Thann as the key-holder cum guardian of Credit-Reserves to the vast fortunes of Emperor LoKY, who is the one seated.
Here you see this Emperor LoKY has just got his new clone body.
He had succeeded to the throne after Emperor Palpatine was killed by Luke Skywalker at the Outer Rims.
Yes, Darth Narr Thann is the very young brother of Bariss Offee who was later turned to the dark side by the lies of the Sith Lords.
Below is another secret picture, which shows Palpatine's extremely illusive and young Dark Apprentice LokY being attended by Darth Maul.
