cos such a pose would require additional articulation (read "extra production cost") in producing the toy
I watch the movie again this morning, and noticed that the cuffs were in that upper position around shoulder-height, throughout the operation. Only in the scene when the table was rotated upright... then the cuffs just happened to be restraining Vader's hands around waist level.

That picture was taken from the teaser trailer, right? The scene had already been changed when it appeared in the "Musical Journey" DVD (that came with the ROTS soundtrack) - Vader's hands were extended downwards, as they appeared in the final movie.
