I reckon Palpatine is only the chancellor of the senate. The Senate is formed by hundreds of representatives (ie. Senators) from the known worlds.
I meant figuratively. He did say "I am the senate"

So what do you pple think. Was Mace correct in wanting to finish off Palpy? Instd of putting him on trial?

Consider these quotes:

"It is the same thing with the Sith, the issue of the Sith was there's always 2 Siths, that until you have gotten rid of both of them, you haven't gotten rid of any of them, because they can always create more of them, so you have to get rid of the Emperor and his apprentice" - Lucas

"Why bother? As a practical matter the Senate no longer exist" - Mon Mothma

"I AM the Senate" - Palpy

"He has control of the Courts and the Senate. He's too dangerous to be kept alive" - Mace

"It's outrageous! After four trials in the Supreme Court, Nute Gunray is still the Viceroy of the Trade Federation" - Sio Bibble
