I wouldn't say all Malays are Muslims. A vast majority of Malays are Muslims, almost all, in fact. But there is a very tiny minority of Malays who have converted to other religions. Well, tough luck during the fasting month, for non-Muslims who look Malay...but I think it isn't that bad in Singapore.
